We based alot of tradition and things in our Marines and Navy off of the Royal Navy and Marines. Our Army is a Prussian/French foundation and the USAF was modeled off of Delta Airlines.

I think most Marines use it out of context. Like they say it to respond to an assortment of questions. The meaning is Always faithful we were told, to me it wasn't the best latin phrase. Fratres Eterni I think summed an enlistment up best.
