ok this is making little sense to me i am loosing inches of my waist my fitness is growing as well as my upper body the weight is not going down
at this rate i feel ill eventually be fit enough for the test's but wont be able to take them because my weight is to high any sugestions i dont want to stop weights because then my upper body will turn to flab

Eat healthier. Eat less. Do more cardio. Weigh yourself once per week, making sure you dont lose more than a pound a week.

Losing weight is quite a big topic to cover. What worked for me was eating fruit for breakfast, and snacking on it through out the morning. I eliminated all sugar (the sugar present in coke, cake, sweets etc) and cut back on grains.
I went for slow runs, 6 miles in 1 hour. This is a fat burning pace, however some people have claimed that you can lose more fat by sprinting. I've never tried to lose fat by sprinting so I can't say if they work. I ran 5 or 6 times a week, depending on how I felt.
I saw improvements almost instantly.
Only a rough outline of what i did, hope it helps

Muscle doesn't turn too fat , Why did that myth start ?? it is metabolised by your body as energy if not used . What will be happening is your gaining lean mass and losing bodyfat thus not losing weight . Muscle weighs alot more then fat, and your body is now going into shock as you have chucked it into a training program it hasn't done before , thus growing new muscle (this will slow down as your body becomes used to it then you will have to up your program ) so yeh dont be discouraged that your not losing weight , You WILL be losing bodyfat.Ohh yeh and your body needs to be in a caloric deficet( dont think thats spelt right) to lose weight but the consequence of this is you will lose muscle .
cool thanks for the advice as said this is really frustrating i feel i could pass army selection in a couple of months (still not decided on what to go for mostly because i am not a huge fan of running) but they wont let me do it because of the weight (currently laughing because it is rather amusing)
I would say:
-cut your overall calorie intake
-eat more meals during the day, (roughly 5-8 meals)
-(eat little but often this will boost motabolism"
-You want to eat "less fats", but for your constantly increasing training you need your carbs as they will be your main source of energy, for repairing your muslces remember HIGH protein during the day and especialy after workouts (weights in particular).
-mix your high intensity training (HIT) with your long endurance runs etc
-keep with the weights but remember to practice bodyweight exercises
regularly (remember the RM tests, you dont need to "just pass the tests" you need to be alround great physical fitness, so power and strength from weights is great)
-If its fat you want to loose (its a too the person thing) but the facts are that a full body workout burns more calories and increases testosterone levels more.
-so i would do weights 2-3 times a week, get at LEAST 3-4 good runs in including some interval runs in as well, (try finding some hills)
