Sorry Grungey, according to a biography on Winney he first thought of the idea of mass airborne assaultduring the first world war but was not in a position to do anything about it until WW2. It was then his gritted insistence against the Top Brass reluctance (they thought the idea was untenable, and not cricket -a bit like the attitude to subs at the turn of the century).

Although HG Wells had previously written about an army from the air in the 1890s yes I did say 1890s.
