I'm be no means an expert on TCW, but here goes.
TCW carries out a range of deployed comms tasks on behalf of the RAF. this includes STRATCOM (satellite comms), data links and specialist UHF, HF and VHF comms. One det within TCW is responsible for setting up basic airfield facilities on bare bases, i.e. airfields that have been TALO seized and require things like lighting, comms and ATC services for follow-on aircraft.
They train to operate all this comms kit from the back of Landrovers, command posts and the like.
I know nothing about the telecommunications trade, however it would be safe to say that they're trained to a very high standard on all the kit and how to operate it.
