Cadet Cooper, Welcome, why not suggest to a senior cadet officer that you perhaps should be shown how to 'bull' your boots? Try cotton wool, small amounts of polish with a bit of water rubbed repeatedly into the toe-cap. Or just apply loads of polish to your boots, so they are clean and water proof ...
