I saw this pattern on Burn Notice today:

I like this pattern, because it is not that "military" and more usable for civilians.

Civilians would still see them as military. It would have been perfect for night ops though.
Different military signals, symbols and signs have been refined continuously through the ages and this is the reason why I find them fascinating.

as a guess tab id say american. r.e the police department logo and insignia.
