I asked that question to my interviewing Sergeant when I was at the AFCO. Here's your answer:
Royal Engineers- When working in the "construction" side of the job, the RE electrician will provide and install cables/wires so that electricity is provided to the building they are working on- this could be when they are setting up a military base or rebuilding a village. Just like an electrician on a construction site.
Royal Signals- There to provide power for all the communications equipment. Laptops, computers, telephones, communication vehicles, tents, bases. If there's communication involved, the RS electrician will be there to provide the power- otherwise you'll be sending signals by flag like in the good old days.
