I'm puzzled too by the dice cam sticks, and it must be something peculiar to Canada. The Americans I've seen cammed out have obviously used tubes or cans.
The only dice I've seen in the UK came in pairs, and were hanging from the internal rear view mirror of Ford Zodiacs in the 1950/60s.

It is important that you use a good foundation before applying any cosmetic product. More important still to moisturise after you remove it and never share cam cream with others, it can spread infectious diseases including syphillis, and Herpes.

When I first joined, we had the big floppy bags with the cap on the corner. "Loam" I believe was the colour. We'd put a little on our hands, mix it with spit by rubbing our hands togetehr and apply it all over the face, ears, neck, and hands. Then we'd just add a few thicker (darker) lines of the dame stuff to break up outline. It was a bugger to get that stuff of!
Then we had the sticks and now it's this runny stuff in a tube. It all seems to come off quite well with baby wipes, but they tend to freeze in the winter. I'm not keen on the new stuff as it comes off too easily with sweat (it also stings like the devil in the eyes!).
Yes, I too think it's a little passe as far as ca goes, but it's still good for ptls (assuming the en is IR-deficient) and it is also proven to be immensely good for morale (i.e., soldiers putting on their "war paint").

As I worked in an office but was ever blathering on about army stuff I'd been reading or whatever idiotic urge to blether would come over me to amuse the girls awhile, they bought me a month's supply of black shoe polish (so that's er, one tin then yeah?) for the use as cam cream.
So I apply it to my face usually with a brush, getting the cream right into everywhere. And then buff it to a fine polish with a soft cloth.
