Because....

So......
As far as I know it is because this 'Mole' character decided to act the justice bringer and let folk who were being talked about in The Retreat know what was being said so they could inevitebly stick up for themselves, which given the chance they have every right to do even if they don't really have a leg to stand on.
I never had access to The Retreat so don't know but I imagine it was mostly light hearted piss taking and a place for established members to vent (e.g. people asking bone questions or being rude to people) without kicking up a fuss. That would have been endex but as this 'Mole' let them know they obviously stuck up for themselves and so arguments were had resulting in it being decided that everything should be in the open (i.e. no retreat, bunker etc.)
Please do correct me if any/likely all of that is wrong, just an outsiders perspective! :-?

Mike,
That is part of it.

Admin, Beast and Druadan explain more in their posts on here and MF.

I was here when The Retreat and Bunker were created and was a member of both.

I had reservations about them at the time; creating a tiered system, elitism, abuse of privilege etc. I was assured that this would not happen and that membership, activity and behaviour would be strictly moderated and controlled.

The Retreat actually said it was a place to get away from the nobbers! Implying that if you are not allowed access, you must be a nobber.

By all means have resticted areas, but they must be properly moderated.
