Yes he can.
There are many people serving within H.M. Forces who are from the R.O.I. The joining process may be slightly longer though.

You brought it on yourself. What did you think was gonna happen? you go onto IMO saying that everybody in the military is a gobshite. I don't know what walter means but everybody seems to have labelled you as one.
