Pheon emblem/regiment? Identification help

Hello all.
I was hoping for your assistance here to help to find out about this mark. I assume, possibly incorrectly, this to be some type of military emblem as it contains the Pheon. I have previously asked the few people I know with previous service to no avail?
I recondition old copper cookware and sometimes come across items stamped under royal warrant and am interested in passing on some of the histories behind their marks. The accompanying lid has the royal crown stamped and the initials DBL.
Any help would be greatly apriciated and of interest.
