It wouldn't take much to turn things around.
I could make some suggestions that would work:
Mods should moderate.
They should uphold and enforce the Terms of Agreement with parity and transparency.
Mods should not 'stick together' out of some form of misplaced loyalty.
Bullying, lying, hypocrisy and cowardice by anyone should not be tolerated.
Everyone is treated fairly and with courtesy, irrespective of rank, cap badge, time served or length of membership here.
I know these were taken from another post, but they seem so straight forward.
