Apparently, Elmer did a survey of all NATO Members` armed forces about "what I most want out of my Service"
Due to a software glitch, the responses from Hostage_Negotiator and Doc were assumed to be typical and this was Elmer’s solution

Apparantly they trialled that weapon in the Lympstone area a few years ago, but it didn't have any affect! Well, nothing that was considered out of the ordinary anyway!
