Help needed identifiying this item

Hello,

I need some help identifying an item that has been in our family for years. I have attached a picture and can tell you that it was made by Bailey, 14 Bennets Hill Birmingham and that on the box it says Property Of The Ministry Of Munitions. Not sure if it is WW1 or WW2 or what i was use for. The scope pat has cross hairs so I can only assume it was something to do with a gun in some way. Hope you can help!!
