ESTIMATING MANAGER – TYPE 45 PROGRAMME

BAE Systems designed and built the Type 45 Destroyer, the largest and most advanced ship ever built for the Royal Navy. With all 6 anti-air warfare destroyers now operational, BAE Systems Maritime Services is responsible for providing 24/7 and 365 days a year support to the ‘Daring Class’. This support includes project, engineering and supply-chain management. In addition, there are a number of enhancements and upgrades being designed and fitted to the ships on a continual basis. The Commercial and Estimating Team are responsible for ensuring this support continues to happen, with the right contracts in place, at the right price and when they’re needed.

The Estimating Manager is responsible for leading the Type 45 Estimating Team and ensuring the successful performance of all estimating and pricing activity within Type 45 programme. This includes upgrade bids and contractual change on the Type 45 In-service Support Contract (ISSC), the Type 45 Power and Propulsion Upgrade Bid and the Type 45 ISSC Phase 2 Bid. There will also be wider responsibility for providing functional leadership to the estimating resource elsewhere in Fleet Services and providing estimating guidance/review on other projects.

Your main responsibilities as an ESTIMATING MANAGER:

• Construction of cost models and pricing for Power and Propulsion, Phase 2 and other upgrade bids whilst contributing to the overall business winning process.
• Providing functional leadership to the wider estimating resource to deliver consistent and accurate estimates whilst developing their skills and competencies.
• Supporting price investigations by MoD Cost Assurance Services (CAS) and external consultants.
• Responsible for the creation and maintenance of cost/quantification databases and the development of estimating methodologies for generating reliable cost estimates.
• Validation of Cost Models for other Fleet Services Projects on an as required basis.
• The maintenance of the selected project’s live cost model, with control accounts and the agreement of any post contract change funding stream.
• Ensure information availability, accuracy and completeness, recording and analysing to establish and maintain estimating databases and models. Collect and record historical data to use as a measure of past, current and future company performance.
• Production of an Estimating Management Plan which provides assurance of the estimating process and a means to drive efficiencies within it through improvement initiatives.
• Day-to-day management of direct reports, objective setting and professional development.
• Work with the Commercial Manager to determine a robust pricing strategy for bids and amendments to the ISSC.
• Attend and lead meetings with customer stakeholders, presenting estimating inputs as appropriate.

Your skills and qualifications as an ESTIMATING MANAGER:

• Degree or equivalent qualification in a relevant discipline or experience to offset.
• Can develop fully priced proposals backed by Master Data and Assumptions documentation.
• Exhibits an extensive level of knowledge and experience in the preparation of different types of cost estimates.
• Has extensive knowledge of Cost Engineering tools and techniques.
• Can develop full risk assessment and analysis for major bids.
• Can evaluate, asses and make recommendations for the level of estimate uncertainty
• Can motivate, lead by example and develop others
• Excellent drive and commitment with ability to work under minimum supervision.
• Excellent mathematical and analytical skills
• Understands the business impact of different pricing techniques (TCIF,VoP etc)
• Able to optimise use of spreadsheets through use of advanced functionality (incl. complex formulae)
• Ability to analyse and interpret historical performance information, developing Cost Engineering Relationships (CER’s) for use in future pricing activities.

This is a full time role and will be based in PORTSMOUTH.

The job grade for this role is GRADE 12 and with a COMPETITIVE salary.
