The Foreign Commonwealth Office (FCO) is looking for a Regional Overseas Security Manager (ROSM) in London, UK

The role

This job is suitable as a full time post.

The role is business critical and has been exempted from the civil service recruitment freeze.

As a ROSM you will be responsible for the FCO’s security strategy and policy at your Post and other regional Posts. You will be expected to achieve this through visits and regular contact with Posts in order to ensure the safety of staff, documents and equipment. You will ensure the safety and the physical and protective security of the Post and of the staff’s residential properties. You will provide policy advice, guidance and support on all aspects of security.

You will serve as an active member of the Post Security Committee providing briefing and orientation to all those towards whom the FCO has a duty of care on security issues, threats and mitigation. You will be responsible for ensuring that business continuity plans and other emergency drills are instituted and reviewed.

With the input from the Head of Post and Post Security Officer you will implement policy decisions from London, and Overseas Security Adviser (OSA) recommendations across your region, appropriate to the priority.

You may be required to line manage a Post Security Manager and, where applicable, manage a Locally Engaged (LE) guard force or a contract guard force both in your Post and regional Posts.

You will provide supervision, guidance and training on all aspects of physical security, e.g. vehicles, access control, VOICE (Intruder Alarm and Public Address system) and CCTV.

You will act as the first point of contact for your Post’s security queries, investigating, recording and reporting of security incidents and breaches. You will complete travel clearance applications for staff for travel to high risk areas and be responsible for the completion of ROSM visit reports for regional and home Posts. You will be required to take part in security liaison with Secure Technical Security Officers (STSO), local authorities, police, other embassies, security companies, airport authorities and other stakeholders.

You will also be responsible for the management of armoured vehicles, the training and testing of emergency communications (radios, SMS, tracking devices) and updating security procedures and signage at Post. You will be expected to complete security surveys of your Post, staff and properties and be involved with VIP visits, RDT deployments and special events.

A further responsibility will be the conducting of security clearances for LE staff and liaison with Personnel Security Team in Estates Security Directorate.

OSMs have regional responsibilities and are expected to undertake regular travel. Travel may include visits to fragile environments for which a ‘Security in Fragile Environment Course ‘ (SAFE+) is required to be completed.


Person Specification



You must be a British Citizen. Satisfactory Developed Vetting to a high degree is a condition of appointment. You must have been resident in the UK for two out of the last ten years immediately prior to your application. (Please note at least one year of which must have been a consecutive twelve-month period, unless you have served overseas with HM Forces or in some other official capacity as a representative of Her Majesty’s Government, or have lived overseas as a result of your parents’ or partner’s Government employment.)

It is essential in your application that you provide evidence and proven examples in each of the following minimum and desirable criteria as far as you are able to do so. These responses will be further developed and discussed with those candidates invited for interview.

Minimum Criteria

Amongst other skills and attributes, it is essential that the successful candidate has:
• Significant experience of security management from a police, prison service, military (intelligence, combat arm and/or security role), commercial security company or similar role.
• Management experience of large groups of staff.
• A proven track record in security management, involving protection of physical premises and management of staff.
• Meets the minimum standard of the competencies listed below

Desirable Criteria

• Professional security qualifications – eg, Certificate in Security Management, MSc in Risk and Security Management.
• Understanding of threats and risks in ensuring security of Posts and how to counter them. Experience of security reviews, risk assessments and LE vetting procedures.
• GCSE Maths and English (or equivalent)
