On a Dutch site, http://www.zoekplaatjes.nl, an old army picture is uploaded, zoekplaatje 2177

Question is: where is this picture taken?
I think it is not in the Netherlands; the whole atmosphere says me it is British? Am I correct?
If so, where is this picture taken?

Possibly taken in the UK, military camp.
Going from the uniform it seems to be a Scottish unit, but odd no bagpipes!
