You can buy them on survival aids, don't know if thats the cheapest place though.

Ebay, you can get them in boxes of 10 fairly cheap. Don't buy them from surplus sites, etc as some of them want upwards of a tenner or even 20 quid for one pack!! :o

The MoD is clamping down on military surplus being sold unofficially (ie. blokes who've got extra kit flogging it as opposed to places that pick up 'official' surplus). eBay in particular is (we're told) being watched. I seem to remember being told you can be done for buying as well as selling, so I'd be careful who you're buying from. Of course if you're walking into a shop you've got practically zero chance of getting caught even if it is illegal, but you pay the extra price. I imagine well-established online surplus shops will have 'official' stuff, but again you'll pay more of a premium.
