In the period in question it was quite normal to purchase commissions - or 'inherit' a place/position with a "Family" Regiment. The jacket could have been used for dress only - not as a 'working' habit. Most young men of family often wore the uniform of the County etc... Try ancestry.co.uk for Heath...
