is there any point in me attempting to join 4 para as i moved to south wales?

No point, if you're fit enough to do 4 Para the why not just join the regular army. If you're concerned about doing it full time and your location then think about this

To be honest though by what you've said already, you'll need to wait a while and work hard on your fitness before you think about any of this.

if your temporarily barred from regular selection due to health as you've stated, the same applies TA (4para). nearest to you is liverpool (i think) either that or a trek to leeds.
