RAF, cant tell which department though. Maybe one of the crabs will enlighten you.

As the photo is so small it wont take much enlargement before it distorts. I was to take a guess I would say it was of a RAF chap of the WW2 era. The RAF kept forage caps long after the Army had gone over to Berets. Well thats what I think any way.

By the way he stoops I'd guess they he came from the prairies, somewhere like, Regina, Saskchewan. The only reason I say this is because of the weight of snow they carry on their shoulders for 7 month of the year

The photo is tiny. To get the sort of details you want it needs to be a lot bigger unless a spotter is looking at it.

Sgt, RAF, can't see a medal ribbon on the left side of chest
Can see a satchell over the shoulder - and hanging down at his back,
perhaps a white shirt and red tie which COULD denote sick berth
( walking wounded ). ( Woolwich Arsenal - or RAF equiv. ? ).
There again, perhaps this could be a Home Guard coming off watch -
One good conduct badge, left sleeve ?
