true that some fat will turn to muscle
This is scientificaly impossible because fat and muscle are completely different things. When you exercise muscle groups which maybe carrying stored fat the fat is either burnt as fuel or moved and stored somewhere else (muscles work more efficiently when not clogged upwith fat).

Tips for lowering body fat:

1. Drink water and then drink some more!

2. Eat 6 times a day, small healthly meals - this will put your metabolisom through the roof.

3. Do cardio first thing in the morning before eating - In the morning your body reverts to body fat for energy rather then the glycogen stored in the liver.

4. Don't mix heavy carbohydrates (e.g. rice, pasta and spuds) with proteins in the same meal - The stomach has trouble breaking down both at the same time and so they wont be digested properly.
